Entree: Assessments and what to measure?

What are the best measures of learning success? How might real understanding be measured? Is it important to evaluate, beyond factual recall, improvements in critical thinking skills? How should that be measured?

Here is a "starter" definition for critical thinking from from Michael Scriven and Richard Paul for the National Council for Excellence in Criticl Thinking:

"Critical thinking is the intellectually disciplined process of actively and skillfully conceptualizing, applying, analyzing, synthesizing, and/or evlauating information gathered from, or generated by, observation, experience, refection, reasoning, or communication, as a guide to belief and action"
